Technical Competence Policy

Purpose and Scope

This policy sets out Cheshire West Recycling’s (CWR) commitment to ensuring all employees and contractors possess the training, skills and technical competence required to work safely, efficiently and in compliance with Health & Safety, Environmental and Quality standards.

Our Approach

We ensure employees and contractors are trained, competent and supported to meet legal, regulatory and Environmental Permit requirements. Training needs are identified and reviewed regularly, with continuous improvement embedded into training processes.

Our Commitment

  • Provide appropriate training, information and instruction for all roles.

  • Ensure no task is undertaken without suitable briefing or training.

  • Verify competence through assessments, observation and ongoing reviews.

  • Maintain training records and ensure training is refreshed when required.

  • Support professional development and recognise relevant qualifications.

Responsibilities

Senior Leadership Team: Define training priorities, allocate resources and monitor effectiveness.

Managers: Identify training needs, arrange delivery, assess competence and maintain records.

Employees and Contractors: Participate fully in training, apply learning, report needs and never undertake untrained tasks.

Competency Management

CWR will establish, implement and maintain a Competency Management System.

Information, Instruction and Training

We will provide Information, Instruction and Training at induction, role change, after incidents, following prolonged absence and when new equipment, permits and procedures are changed or introduced. All training shall be periodically reviewed for effectiveness against the Environmental Permits.

Continual Improvement

We record all incidents that could potentially affect our permits and act accordingly and implement recommendations and actions to prevent recurrence.

Competency Management System (EU Skills)

We will work to a management system for CMS performance that meets the EU Skills certified standards.

Resources

We will provide sufficient resources to implement this policy.

Objectives

Objectives are set annually by the Senior Leadership Team and approved by the Board.
