CWR shortlisted for its Zero Agency Initiative

Cheshire West Recycling has been shortlisted in the BEST NEW IDEA category for the LARAC Awards 2024.

Whilst it is commonplace in the public sector to use temporary workers to meet operational demands, not only is it costly and decreases workforce stability, but it compromises the quality, safety and social benefits of developing a permanent workforce.

Despite inheriting a workforce comprising over a third agency labour, by using our innovative Plan Deliver Review approach CWR has successfully shifted away from traditional short-term resource planning and has eliminated the need for agency usage entirely.

What’s more, working in partnership with Trade Unions, we have introduced both part time and flexible yet secure fixed-term contracts, meeting the challenge of seasonal collections such as garden waste. We have retained staff in the longer-term and are providing enhanced employment security and flexibility to those who wish to take extended leave or work elsewhere during winter.

We hope that our Zero Agency Initiative gains recognition through our LARAC Award nomination and for CWR to become a benchmark for other Local Authority trading organisations who seek to reduce reliance on temporary and agency labour whilst delivering high quality and cost-effective services.
