CWR releases its Annual Report 2025-26 and Business Plan 2026-30
During 2025/26, CWR demonstrated robust operational performance and maintained close alignment with Cheshire West and Chester Council’s objectives whilst delivering key frontline waste, recycling and fleet maintenance services.
In October 2024, CWR secured an eight-year contract extension to continue to provide household kerbside collections from March 2026, with the potential for an additional four-year term. In addition, it was awarded the management of the Council’s Household Waste Recycling Centres (HWRCs), running from April 2026 to March 2034, with an option for a two-year extension. Together, these new contracts will increase CWR’s operational activity by approximately 20%.
Frank Rogers, Independent Non-Executive Chair of CWR has said: “I am pleased to introduce CWR’s 2026–2030 five-year Business Plan and 2025-26 Annual Report, which together set out our long-term strategic direction and our continued commitment to delivering high quality waste and recycling services for the borough.
This year represents a pivotal moment for CWR. The award of long-term contracts for kerbside collections and fleet maintenance, and the addition of the HWRC management provides a strong, stable foundation on which to plan confidently for the future.
These commitments not only secure the sustainability of our core services but also create conditions for strategic growth, service innovation and enhanced financial resilience.
Looking ahead, our focus over the next five years will be firmly on delivering smarter, greener and more efficient services. We will continue to invest in sustainable technologies, including electric fleet capability, and expand initiatives such as food waste collections to support the borough’s climate ambitions. Alongside this, we will grow our commercial operations to strengthen our financial position and maximise the value we deliver to the community.
